Primerio’s Egypt Practice head has over 15 years of experience in competition, consumer protection, corporate, and civil law, including contract litigation and arbitration. Rostom is a member of the Egyptian Bar Association and lecturer of International business Law at ESLSCA University. In his senior government role at theEgyptian Competition Authority, Rostom served as Head of Investigations & Legal Research,gaining valuable experience as an antitrust enforcer on the continent. Notably, he is also a former Commissioner of COMESA,serving as Competition Commissioner from 2011- 2015. An Egyptian native, he is fluent in Arabic, English and French, with knowledge of Portuguese.
- Substantive technical and executive experience leading several legal and economic professionals and financial analysts in competition investigations, cases, advisory opinions, sectoral and market studies. Senior ECA executive in charge of M&A notifications and dawn raids; drafting of many cooperation protocols with several regulators; responsible for several international files and projects related to competition laws and regulatory authorities including ICN, UNDP, OECD.
- As Commissioner of the COMESA Competition Commission, he was a part of the activation and the operation of the organization, actively taking part in formulation of the CCC guidelines, reviewing and amending the regulations of the CCC; as well as taking part in the selection of CCC permanent staff and he was the national liaison concerning the implementation of the CCC regulations.
- Extensive experience in providing diverse legal services to many national and international clients, governmental and private sector; in the areas of contracts and agreements, litigation, arbitration, and providing full-service domestic company-establishment.
- Masters degree in international business Law from Paris IX Dauphine, Mass communication diploma from Paris II ASSAS-Sorbonne; and fellowship in Economic and Regulatory Reform from Bradford University.
